Our services within the scope of KKDİK / Turkish REACH help you fulfill the necessary obligations for your chemicals to be supplied to the Turkish market.

REACH, "Regulation on Registration, Evaluation, Authorization and Restriction of Chemicals," or KKDİK Regulation as it is known in Turkish, is a reform aimed at improving the management of chemical substances regulated by the EU. KKDİK Regulation was first published in the Official Gazette with the number 30105 on June 23, 2017.

The KKDİK / Turkish REACH Regulation aims to protect human health and the environment at the highest level and keep the risks of chemicals under control and to encourage competition and innovation through "REGISTRATION", "EVALUATION", "AUTHORIZATION" and "RESTRICTION" of chemicals.

Companies are obliged to fulfill the requirements of the KKDİK regulation through their appointed Only Representatives located in Türkiye, in order to supply the chemicals over 1 tpa  to Türkiye .  While companies export chemicals with a production capacity of more than 1 tpa to the EU, are also obliged to fulfill the requirements of the REACH legislation in line with this regulation.

Manufacturer: If you produce chemicals (by synthesis), either to use yourself or to supply to other people (even if it is for export), then you will probably have some important responsibilities under KKDİK.

Importer: If you buy anything from outside Türkiye, you are likely to have some responsibilities under KKDİK. It may be individual chemicals, mixtures for onwards sale or finished products, like clothes, furniture or plastic goods.

Downstream Users: Most companies use chemicals, sometimes even without realizing it, therefore you need to check your obligations if you handle any chemicals in your industrial or professional activity, you might have some responsibilities under KKDİK.

A manufacturer, which is not located in Türkiye,  may find it more convenient/efficient to get its substances pre-registered and registered  to Turkey through an only representative, in accordance with   the KKDİK Regulation.

ONLY REPRESENTATIVE is legal entity established in Türkiye, has been appointed by a manufacturer which is not located in Türkiye, by mutual agreement. As an only representative, the legal entity would fulfill the obligations of companies importing a substance on its own, in mixtures or in articles.   Manufacturers which is not located in Türkiye may also want to choose this possibility if they consider that communication of information needed by the importers would require the disclosure of confidential business information.  

Costs: KKDİK requires payment of fees and related charges to the Ministry. These payments differ according to the size of your company and the tonnage band.

Other costs may be higher than fees. These will depend on your individual obligations, your need to create or purchase data, your choice to use consultants, or your need/decision to find safer chemicals instead of harmful substances.

NO DATA, NO MARKET

The deadline to submit registration dossiers for substances which are manufactured or imported over 1  tpa within the scope of KKDİK   is 31st December, 2023 and after that it will not be legal to  place chemicals  without registration numbers. 

CHEMICAL ASSESSMENT EXPERT (KDU) TRAINING

A Chemical Assessment Expert conducts a chemical safety assessment and prepares a Chemical Safety Report (CSR). They approve and submit registration dossiers to the Ministry.

The Chemical Assessment has also authorized to author a Safety Data Sheet (SDS).
